QEM BIOLOGICAL SCIENCES FACULTY TECHNICAL ASSISTANCE PROJECT
On Friday and Saturday,
November 14-15, 2008,
QEM Network conducted a proposal development and evaluation
workshop in Washington, DC to assist eligible Biology faculty
at accredited minority institutions and eligible underrepresented
minority Biology faculty at other accredited institutions in
the preparation of proposals for submission to the National Science
Foundation’s
Directorate for Biological Sciences (BIO).

To be eligible for support from QEM
to attend the workshop, faculty had to meet each of the following
criteria: (1) hold the rank of assistant professor or above; (2)
be tenured or tenure track; (3) teach Biology courses taken by
students majoring in Biology/Biological Sciences; and (4) be actively
engaged in research. Registration forms from faculty at two-year
institutions that do not have rank and tenure systems will be considered
provided these faculty meet conditions (3) and (4). This workshop
was for eligible faculty who have not received prior research support
from the BIO Directorate.
The workshop is designed to accommodate
40 eligible faculty. QEM will cover travel and lodging expenses
for eligible participants who have not received QEM support to
participate in a QEM/BIO workshop and who have submitted the required
one-page project summary by the deadline indicated below. Other
eligible faculty may participate at their own or their institution's
expense. QEM will provide meals during the workshop for all registered
participants who have submitted the required one-page project summary.
We are inviting eligible Biology faculty members to register
for this workshop using registration
form. This may
result in more than two applicants from the same institution; however,
QEM will support the participation of up to two eligible faculty
members from a given institution provided: (1) each separately
submits the required one-page project summary; and (2) QEM has
not previously supported the participation of either registrant
in a QEM/BIO workshop. Final selections of participants who will
receive QEM support will be made by QEM. All registrations for
the Workshop must be received no later than Friday,
September 19.
All participants, whether or not QEM is providing support, must
meet each of the criteria stated above. In addition, each participant
will be required to submit a one-page project
summary no later than Friday, October 10, that would form the basis for a fully
developed proposal for submission to the Foundation's Directorate
for Biological Sciences. Several NSF/BIO program officers and
former/current BIO award recipients will be available to respond
to questions/provide feedback on the proposed project summaries.
The required one-page summary must
be prepared according to the NSF Grant ProposalGuide (GPG) http://www.nsf.gov/pubs/policydocs/papp/gpg_2.jsp#IIC2b
(pageII-7). According to the GPG, the summary should be a
self-contained description of the activity that would result if
a proposal were funded. In addition to including a statement of
objectives and methods to be used, the one-page summary must clearly
and separately address both of NSF's two Merit Review Criteria:
Intellectual Merit and Broader Impacts. The Foundation will return
proposals without review that do not separately and clearly address
the two criteria in the project summary.
The workshop will focus on programs
in the following divisions within the Foundation's Directorate
for Biological Sciences (BIO):
- Division of Biological Infrastructure (DBI)
- Division of Molecular and Cellular Biosciences (MCB)
- Division of Integrative Organismal Systems (IOS)
- Division of Environmental Biology (DEB)
BIO also supports projects within
the Emerging
Frontiers (EF) Division. The Directorate especially encourages
proposals from three or more investigators, who may come from more
than one institution, for collaborative studies focused on a single
problem. The Directorate
does not normally provide support for "research with disease-related
goals, including work on the etiology, diagnosis or treatment
of physical or mental disease, abnormality, or malfunction in
human beings or animals." Additional information

ABOUT THE PROJECT
Since 2004, the Quality Education for Minorities (QEM)
Network, through support from the National Science Foundation
(NSF), has provided technical assistance to Biology faculty members
at minority institutions and underrepresented minority Biology
faculty at other institutions to enable them to participate more
successfully in programs within the Foundation’s Directorate
for Biological Sciences (BIO). QEM offers technical assistance
in the form of proposal development workshops as well as alerts
regarding potential funding and other opportunities within BIO,
including possible faculty service as: ad hoc proposal reviewers;
members of review panels; or as NSF rotators (temporary program
staff).
